There are thousands of police stations in India which means proper building is in place.  The government can use these existing buildings to setup a court.  Just one room will be enough for the purpose.  No extra burden on tax payers for constructing new buildings for Courts.  Moreover,  most of the cases of that particular police station can be solved instantly which will result into less load on District Courts,  High Courts and the Supreme Court.
